Clémence Pougué Biyong
Clémence has been leading a joint initiative between the Africa Gender Innovation Lab and Women, Business and the Law since 2025. She directs a research agenda at the intersection of legal reform and impact evaluation, generating evidence on how laws shape women’s economic opportunities in low- and middle-income countries. By connecting micro-level findings with cross-country legal analysis, the initiative informs World Bank operations and supports stakeholders advancing legal frameworks for women’s economic empowerment. She brings a decade of experience designing and implementing experimental and quasi-experimental research across Africa, with a focus on translating evidence into operational change. Her work has informed major World Bank operations and reached policymakers across multiple countries. Her research spans adolescent girls’ economic rights, intimate partner violence, and preventive health, and is published in leading peer-reviewed journals. She sets research agendas and builds partnerships with academics, international organizations - including the OECD - and civil society actors. Clémence holds a PhD in Economics from the University of Paris 1 Panthéon-Sorbonne, a Master’s in Economics from Paris Dauphine University, and a Master’s in Law from the École normale supérieure. She is fluent in French and proficient in Spanish.
